8.The applicant's attention is drawn to the following advisory note from Environmental Health and Norfolk Constabulary: ENVIRONMENTAL HEALTH:- AFTER CONSTRUCTION: As the proposed development includes new housing adjacent to industrial premises, as well as within the same building as other light industrial premises it will be necessary for the developer to carry out a Noise Impact Assessment. The assessment should address the following matters:- The impact of the noise from the existing industrial premises on the proposed residential units, including the operation of the car repair centre located directly behind the proposed development and deliveries to and from the Brewery, which shares a courtyard with the proposed development. The impact of noise from the first floor work units on the proposed living accommodation on the second floor. REFUSE STORAGE: The developer needs to consider adequate storage facilities for both domestic and commercial waste receptacles. NORFOLK CONSTABULARY:- Multi-occupancy buildings are considerably more vulnerable to forced entry through the entry doors to each flat. Vulnerable areas are the door frames and areas around lock and hinges. The door sets should comply with PAS23/24 as set out in Secured by Design specification for flat entrance doorsets served off a shared corridor or stairway. Communal entrance doors should be of a similar standard to resist forced entry. For convenience and safety the entrance door should be incorporated with an access control system with electronic latch release and entry phone. Windows accessible from any flat roof at first floor level should be BS7950 with laminated and toughened double glazing. The creation of a recessed area off Main Cross Road described as a loggia, should be avoided as these recessed areas are the focus of criminal activity and anti-social behaviour particularly when the buildings are closed. The recessed area could also cause concerns for safety of those people who are using the doors that provide access to the upper floors that are located adjacent. It is recommended that the existing roller shutter is left in its present location or another system is installed to reduce the recess. The first floor windows over the covered area will be vulnerable to attack as the roof support will provide access. The windows should have additional safety measures such as bars or trellis grills fitted internally. This would be the same as those windows on the ground floor, in that area.
