| 1. | The site of the proposed development lies within an area designated as employment land in the Great Yarmouth Borough-Wide Local Plan (adopted 23rd February 2001) and Policies EMP 14 and 15 apply. The site is also outside the 'Village Development Limit' (Policy HOU7). Therefore the proposed development is contrary to the Local Plan and forms a departure from it. The proposal is also premature of the 'Local Development Framework' (LDF) which will review housing and employment land, including the proposed development site and surrounding area, and will, once adopted, replace the Local Plan. |
| 2. | It is the policy and practice of the Local Planning Authority, as set out in the Local Plan for the area, to require all housing development proposals to be assessed according to the quality of the environment to be created, including the design of buildings and appropriate car parking and servicing provision. In this case, the proposal contains inappropriate design elements and does not accord with the Borough Council's adopted standards for car parking provision. The proposal is therefore considered to be contrary to Policies BNV16, HOU15 and TCM17 of the Great Yarmouth Borough-Wide Local Plan (adopted 23rd February 2001). |
| 3. | The proposal, which involves the private access road serving both the existing industrial premises and the proposed residential development, would result in vehicular conflict between industrial traffic and domestic users and is, therefore, considered to be contrary to Policy TCM13 of the Great Yarmouth Borough-Wide Local Plan (adopted 23rd February 2001).
