1.	The proposed change of use of the building is contrary to the aims of Policy SHP16 of the Great Yarmouth Borough-Wide Local Plan in that customers queuing to be served will obstruct the footway outside the building resulting in restriction to the free passage of pedestrians along The Esplanade. In addition, the establishment of another Class A5 use in the area would result in a proliferation of such uses in the area which would be contrary to criterion (A) of Policy SHP15 of the Local Plan. The proposal would also be contrary to criteria (B) and (E) of Policy SHP15 in that the proposed late night opening would be likely to have the potential for noise and disturbance to nearby dwellings and would have an adverse effect on the character of the local environment.
