1.	The site is within an area zoned as 'Prime Retail Frontage' in the Great Yarmouth Borough-Wide Local Plan. Policy SHP4, criterion (B) of the Local Plan states that within such areas change of use to A2 uses will only be allowed if the proposal does not result in a concentration or predominance of non-retail uses which would detract from the vitality and viability of the frontage; criterion (C) of the Policy states that change of use will only be acceptable providing it does not undermine the retail function of the frontage. The site is adjoined on both sides by properties in A2 usage and it is, therefore, felt that another such use would be contrary to criteria (B) and (C) of Policy SHP4 in that it would result in an over provision of such uses which would detract from the vitality, viability and retail function of the High Street.
