1.	In the opinion of the local planning authority, the proposal does not accord with the provisions of the Great Yarmouth Borough Wide Local Plan as, by virtue of its scale and relationship to other dwellings and boundaries, it would not enhance the the form or character of the area and represents a significant overdevelopment of the site. Although the plot is relatively generous, the proposed dwelling would be out of scale, proportion and charcater with the adjoining properties, which would be detrimental to the visual amenities of the area and would have an overbearing and enclosing effect on adjacent residents.
2.	Therefore for the reasons given above the proposal is considered to be contrary to the provisions of the Great Yarmouth Borough Wide Local Plan and, in particular, policies, HOU7, HOU15, BNV16 and BNV18.
