| 1. | In the opinion of the local planning authority, the proposal does not accord with the provisions of the Great Yarmouth Borough Wide Local Plan as it would not enhance the form or character of the Conservation Area or the adjacent Listed Bridge, which is subject to a feasibilty study for regeneration and it is considered that, in this instance, the application is premature.

| 2. | The submitted application is considered to be unacceptable by virtue of its location within an area proposed for regeneration by the 1st East Waterfront Regeneration Company and does not comply with the aims of the emerging Area Action Plan as it has potential to prejudice regeneration in this area. Temporary consent is not a viable option as this is a key early development site. |
| 3. | Therefore for the reasons given above the proposal is considerd to be contrary to the overall, wider development opportunities proposed for the area and, more particulary, the Area Action Plan and local plan policies EMP15, EMP18, BNV7 and BNV10. |
