1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development hereby permitted shall be carried out in accordance with the revised plan received by the Local Planning Authority on 23rd June 2009. The reason for the condition is :- For the avoidance of doubt.
3.Notwithstanding the information given in the application and the notes on the plan referred to in condition No. 2, no development shall take place until precise details of the manufacturer and types and colours of the facing bricks and roof tiles to be used in the conversion works hereby permitted have been submitted to and approved in writing by the Local Planning Authority. The reason for the condition is :- To enable the Local Planning Authority to ensure the satisfactory appearance of the development in the interests of the visual amenities of the locality.
4.No development shall take place until details of the colour, texture and mix of mortar have been submitted to and approved in writing by the Local Planning Authority. Development shall be carried out in accordance with the approved details. The reason for the condition is :- To enable the Local Planning Authority to ensure the satisfactory appearance of the development.
5.Notwithstanding the details shown on the plan referred to in condition No. 2, no development shall take place until precise details of the materials, design and finishes of all soil and vent pipes, flues, waste pipes and rainwater goods have been submitted to and approved in writing by the Local Planning Authority. Development shall be carried out in accordance with the approved details and shall thereafter be so maintained. The reason for the condition is :- To ensure such items do not detract from the character and appearance of the building.
6.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order with or without modification), no painting of the external surfaces of the building shall take place without the prior consent in writing of the Local Planning Authority. The reason for the condition is :- To ensure such work does not detract from the character and appearance of the building.
7.The external joinery to be used and the finish to be applied thereto shall be as stated in the application and shall thereafter be so maintained. The reason for the condition is :- To ensure the satisfactory appearance of the development.
8.Prior to the first occupation of the dwelling hereby permitted the vehicular access shall be upgraded in accordance with the Norfolk County Council's residential access construction specification for the first 5 metres into the site as measured back from the near edge of the adjacent highway carriageway. The reason for the condition is :- To ensure satisfactory access into the site.
9.Notwithstanding the provisions of Article 3, Schedule 2, Part 2 Class A of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order with or without modification), no gates shall be erected across the approved access unless details have first been submitted to and approved in writing by the Local Planning Authority. The reason for the condition is :- In the interests of highway safety.
10.Prior to the first occupation of the dwelling hereby permitted a 2.4 metre x site extremity visibility splays shall be provided at the site access where it meets the highway and such splays shall thereafter be maintained free from all planting/obstructions exceeding 0.6 metres above the level of the adjacent highway carriageway. The reason for the condition is :- In the interests of highway safety.
11.Prior to the first occupation of the dwelling hereby permitted space shall be laid out within the site in accordance with a plan to be submitted to and approved in writing by the Local Planning Authority for a minimum of two cars to be parked and for vehicles to turn so that they may enter and leave the site in forward gear, and that area shall thereafter be kept free from any impediment to that specific use. The reason for the condition is :- To ensure the permanent availability of the parking/manoeuvring area in the interests of highway safety.
12.Notwithstanding the provisions of Article 3, Schedule 2, Part 2 Class A of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order with or without modification), no gates, fences, walls or other means of enclosure shall be erected or constructed on the site boundary or within the site unless details have first been submitted to and approved in writing by the Local Planning Authority. The reason for the condition is :- To safeguard the setting of the building.
13.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (No. 2) (England) Order 2008 (or any order revoking and re-enacting that Order with or without modification), no enlargement of the dwelling hereby permitted shall take place, nor shall any doors, windows or other openings (other than those expressly authorised by this permission) be constructed without the prior consent in writing of the Local Planning Authority. The reason for the condition is :- To ensure such development does not detract from the character and appearance of the building and its setting and in the interests of the residential amenities of the occupiers of the adjacent property.
14.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (No. 2) Order 2008 (or any order revoking and re-enacting that Order with or without modification), no buildings or enclosure, swimming or other pools required for a purpose incidental to the enjoyment of the dwelling hereby permitted shall, together with any container used for the storage of oil or liquid petroleum gas, be provided within the curtilage of the dwelling without the prior consent in writing of the Local Planning Authority. The reason for the condition is :- To safeguard the character and setting of the building and in the interests of the residential amenities of the occupiers of the adjacent property.
15.NOTES - Please read the following notes carefully:-
16.1. The development involves works within the public highway that may be carried out by Norfolk County Council as Highway Authority. A quotation for the works to be carried out within the highway can be sent in due course. It is an offence to carry out works within the public highway, which includes a public right of way, without the permission of the Highway Authority. Advice on this matter can be obtained from the County Council's Highway Development Control Group.
17.2. Any necessary relocation of street furniture would have to be carried out at the expense of the applicant/developer(s).
18.3. Attention is drawn to the attached 'Conclusions and Recommendations' and suggested 'Enhancements', which are contained in the Bat & Barn Owl Survey dated June 2009, and the need to follow the advice provided therein, particularly as barn owls and all species of bat are protected by law.
19.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the requirements of Policies HOU11, BNV21, NNV3 and NNV5 of the adopted Great Yarmouth Borough-Wide Local Plan.
