| 1. | It is the opinion of the local planning authority that, in view of the restricted dimensions of the plot, the erection of the flats which are compatible in scale and character with adjoining properties would result in overdevelopment of the site to the detriment of the character of the adjacent listed building and surrounding Conservation area and would have an unacceptable impact on the amenities of adjcent occupiers by virtue of loss of outlook and overbearing structure and fails to enhance the form or character of the area as a whole. |
| 2. | Whilst the design of the development reflects some of the design characteristics of adjacent dwellings, it is considered overall, that the flats would, as submitted, be overdominant within the immediate area. In addition the relationship between the proposed flats and the adjacent Grade II Listed Royal Hotel appears to be somewhat awkward and the roof junction does not sit comfortably in comparison with the wall and roof line of the hotel. |
| 3. | For the reasons given above, the proposal is contrary to the provisions of the Great Yarmouth Borough Wide Local Plan including, in particular, policies HOU7, HOU15, BNV10 and BNV16. |
