| 1. | The proposal, which involves a further sub-division of a plot that has previously been sub-divided, would amount to a cramped form of overdevelopment that would be out of scale and character with the surroundings. Despite the demolition of an existing garage (currently part of Hawthorn House) as a means to create the plot, the particular spacious nature of development on the west side of Penguin Road would be compromised by the proposed bungalow in view of its close relationship to the adjacent dwellings. Furthermore, the limited amount of private amenity space would not, it is considered, provide satisfactory living conditions for the occupants of the bungalow.
For these reasons the proposal is considered to be contrary to Policies HOU7 (criterion (A)), HOU15 and HOU17 of the adopted Great Yarmouth Borough-Wide Local Plan. |
