1.The proposal constitutes an overdevelopment of the site in that it would be significantly detrimental to the form, character and setting of the settlement. Specifically, in terms of the number and layout of dwellings on this relatively small site, the proposal represents a cramped and inappropriate form of development out of keeping with the surroundings where a lower density of housing prevails. The layout and cramped nature of the development would not provide a high quality of housing environment. Private amenity space would be restricted and would be likely to be compromised by lack of privacy due to overlooking from first and possibly second floor windows of the proposed dwellings. A similar intrusion of privacy is also likely to be experienced by the occupants of the adjoining residential properties. Furthermore, the proposal does not provide for adequate on-site parking in accordance with the standards adopted by the Borough Council, which is essential in this case in view of the close proximity of the site access to the junction of Rollesby Road and Mill Lane and as the adjacent roads are narrow and currently lacking in footways. For these reasons the proposal is considered to be contrary to Policies HOU7, HOU15 and TCM13.
