| 1. | The proposal does not accord with the provisions of the adopted Great Yarmouth Borough-Wide Local Plan relating to the replacement dwellings in the countryside (outside the urban areas of Great Yarmouth, Gorleston and Bradwell and the Village Development Limits shown on the Proposals Map). Such dwellings will only be permitted provided they comply with certain criteria.
In this case, the proposed cottages are not of a similar size and character to the existing cottages; the amount of additional floorspace created by the proposed cottages is greater than 10% of the existing cottages; and the site of the four bedroom cottage is not immediately adjacent to the site of the existing cottages.
It is considered, therefore, that the proposal is contrary to Policy HOU20 of the adopted Great Yarmouth Borough-Wide Local Plan, particularly with regard to criteria (B), (C) and (D) of that policy.
Moreover, as the site is outside any defined development limit and the proposed cottages are not connected with agriculture, forestry, organised recreation or the expansion of existing institutions, no evidence has been put forward to support the need for these cottages which would warrant a departure from national and local policies designed to protect the countryside from unneccessary development. In this respect, the proposal is also contrary to Policies HOU10, NNV3 and NNV5 of the aforementioned Local Plan.
