1.	The original design concept for this development was to provide single storey dwellings, with no rooms in the roof space, at the eastern edge of the site to protect the residential amenities of the existing bungalows. A condition was imposed on the outline planning permission restricting the dwellings on plots 8, 9 & 10 to single storey construction with no dormer windows or other openings to the roofspace. The design of the dwelling does not comply with the design concept in that it includes first floor accommodation with windows to the roofspace. It is therefore considered that the proposal is contrary to Policy HOU15 and criteria (A) and (E) of Policy HOU7 of the Great Yarmouth Borough-Wide Local Plan in that a two-storey dwelling would have an adverse effect on the outlook and amenities of the occupiers of the adjoining bungalows.
