| 1. | The development proposed is considered unacceptable as it does not meet the car parking standards of the local planning authority. In particular the proposal does not incorporate adequate on-site vehicular parking and manoeuvring facilities to the standard required by the local planning authority. The proposal, if permitted, would therefore be likely to lead to an undesirable increase in on-street parking to the detriment to highway safety contrary to policy TCM13 of the Great Yarmouth Borough Wide Local Plan. In addition the access gates will open outwards over the public highway creating both hazard and inconvenience to pedestrians using the adjacent public footway and is therefore contrary to the above-mentioned policy. |
| 2. | Whilst a cafe element may be deemed an acceptable use for the building the take-away element is considered to unacceptable by virtue of noise, smells and general disturbance from the site which is close to residential properties and remote from King Street where the majority of restaurants and take-aways are located, and is therefore considered to be contrary to policy SHP 15 of the Great Yarmouth Borough Wide Local Plan. |
| 3. | For the reasons given above the proposed change of use into cafe and take-away is considered to be contrary to the provisions of the Great Yarmouth Borough Wide Local Plan and, in particular, policies TCM13 and SHP15. |
