| 1. | The erection of a fence with an overall height of 2.4 metres (including gravel boards) in the position indicated would constitute an obtrusive feature in the street scene and would, thereby, be detrimental to the visual amenities of the locality. The proposal, if permitted, would result in the creation of a significant 'hard edge' to the site's frontage and could set a precedent for similar developments along the eastern side of Rottenstone Lane.
Furthermore, whilst acknowledging the existence of a hedge on the front boundary of the property, the Borough Council considers that the erection of the proposed fence in this position would create a permanent obstuction to visibility at the point of access to Rottenstone Lane and, as such, would be detrimental to highway safety, both from the standpoint of the occupants of the property and other users of the highway.
The proposal is, therefore, considered to be contrary to Policies HOU18 and TCM13 of the adopted Great Yarmouth Borough-Wide Local Plan. |
