1.Policy HOU15 of the Great Yarmouth Borough-Wide Local Plan permits new housing subject to its effect on residential amenity, the character of the environment, traffic generation and services. Developments also have to be assessed on the quality of environment created including appropriate car parking and servicing provision. The Council's standards for car parking would require the provision of a maximum of two car parking spaces per dwelling for a development of this type. The development proposed does not include any off-road parking and it is considered that this lack of parking provision will result in difficulties in on-street parking and cause road safety problems. The site is within close proximity of the High Street shopping area and public transport routes where the advice contained in PPS3 and PPG13 indicates that off-street parking does not necessarily have to be provided unless there are significant implications for road safety. However, Blackwall Reach is a narrow road with a right angle bend at the north end where residents already experience problems in parking and access. The Council is of the opinion that to allow three additional dwellings without off-road parking on this road would increase the existing problems and result in parking congestion, difficulty in servicing the dwellings and danger to highway safety. The proposal would therefore be contrary to the provisions of Policy HOU15 of the Local Plan.
