1.Insufficient information has been received by the local planning authority to adaquately assess the merits of the scheme. In particular the Flood Risk Assessment (FRA) is insufficient as it does not comply with the requirements set out in Annex E, Paragraph E3 of Planning Policy Statement 25 (PPS25) and consequently the submitted FRA does not provide a suitable basis for assessment to be made of the flood risks arising from the proposed development. Therefore the submitted FRA does not provide accurate details of the on-site flood risk or whether there can be safe and dry access/egress from the proposed development during the evacuation of the site.
2.The proposed vehicual access would form an awkward layout as there is insufficient space to fully accommodate a vehicle of standard length and would result in the vehicle overhanging the public highway thereby creating detriment to highway safety.
3.Notwithstanding the above the proposed design is not charcateristic of the surrounding area and its position within the site would have a detrimental impact on the visual amenities and general living conditions of existing residents, to an unacceptable degree. Therefore the proposed development is considered to be contrary to the provisions of both local policy in respect of the Great Yarmouth Borough Wide Local Plan and, in particular, policies HOU7 and HOU15, and National Planning Policy Statement 25.
