| 1. | Policy HOU15 of the Great Yarmouth Borough-Wide Local Plan states that all housing development proposals will be assessed according to their effect on residential amenity, the character of the environment, traffic generation, services, and also according to the quality of the environment to be created, including appropriate car parking and servicing provision.
The proposal is contrary to this policy in that it will result in a substandard layout of housing in this phase of the overall development of the area. The layout will create a cramped form of residential development out of character with the surrounding plots, with inadequate access and car parking arrangements.
Six of the eight dwellings in the proposed development fail to satisfy the Council's standards for car parking provision, with the result that on-street parking will cause congestion and possible hazard to users of the spine road through the estate and problems of access to and egress from the proposed development. In this context the deficiency in off-street parking and servicing provision is also contrary to Policy TCM17 of the adopted Great Yarmouth Borough -Wide Local Plan.

| 2. | The positioning and orientation of the terrace (Plot Nos. 32 to 36 inclusive) results in an unacceptable degree of overlooking, by virtue of the short length of the rear gardens, to the dwelling to the immediate west of the development (Plot No. 31) and in this respect the proposal is contrary to Policy HOU7 (Criterion E) of the adopted Great Yarmouth Borough-Wide Local Plan. |
| 3. | Therefore, for the reasons stated above, the proposal is considered to be contrary to Policies HOU7, HOU15 and TCM17 of the adopted Great Yarmouth Borough-Wide Local Plan. |
