| 1. | Policy HOU10 of the adopted Great Yarmouth Borough-Wide Local Plan states that permission for new dwellings in the countryside will only be given if required in connection with agriculture, forestry, organised recreation, or the expansion of existing institutions. The proposal is contrary to this policy in that the site is outside the "Village Development Limit" for Ormesby St Margaret as defined in the Local Plan. Moreover, no need for the dwelling has been demonstrated to satisfy the criteria of the above policy and there is, therefore, insufficient justification to warrant a departure from national and local policies designed to protect the countryside. |
| 2. | Policy BNV10 of the adopted Great Yarmouth Borough-Wide Local Plan states that new development in or adjacent to a conservation area will be required to be sympathetic to the character or appearance of the area in terms of scale, height, form, massing, materials, siting and design. The Borough Council considers that the proposal is contrary to this policy in that the proposed dwelling would, in terms of its massing, siting and design in relation to the surroundings, be out of keeping in this locality and thereby would not enhance the character and appearance of the Ormesby St Margaret Conservation Area. |
| 3. | The proposal constitutes an unneighbourly form of development in that the living conditions of the occupiers of the adjoining properties would be adversely affected by overshadowing and loss of privacy. Also, in view of the restrictive nature of the site and the likelihood of being overlooked from adjacent houses, the occupants of the proposed dwelling would not benefit from an attractive residential environment. The Borough Council considers, therefore, that the proposal is contrary to Policy HOU15 of the adopted Great Yarmouth Borough-Wide Local Plan. |
| 4. | The unclassified road (Nova Scotia Road) serving the site is considered to be inadequate to serve the development proposed by reason of its severely restricted levels of visibility at its junction with the C591 - Yarmouth Road. The proposal, if permitted, would be likely to give rise to conditions detrimental to highway safety contrary to Policy TCM13 of the adopted Great Yarmouth Borough-Wide Local Plan. |
| 5. | Inadequate visibility splays are provided at the junction of the site access with the County highway (Nova Scotia Road) which would cause danger and inconvenience to users of the adjoining public highway contrary to Policy TCM13 of the adopted Great Yarmouth Borough-Wide Local Plan. |
