No.Condition Text
1.The proposal constitutes an overdevelopment of the site in that the number of car parking spaces provided for residents and visitors is both deficient in respect of the Borough Council's adopted standards for new housing development and, in the view of the Council, unrealistic in relation to the number of flats indicated on the submitted plans. The likely result of which would be roadside parking on both Staithe Road, which is narrow, and the B1152 - Somerton Road to the detriment of highway safety. The proposal is, therefore, considered to be contrary to Policies HOU15 and TCM17 of the adopted Great Yarmouth Borough-Wide Local Plan.
2.The design of the proposed flats has inappropriately proportioned elements thereby making the building uncharacteristic of the area. In particular, the different styles and sizes of fenestration on the front elevation prevent a cohesive composition and the stairtower on the rear elevation represents an unduly dominant and incongruous feature in the street scene. The Borough Council considers, therefore, that the proposal is contrary to Policies HOU7 (criterion (A)), HOU16 and BNV20 of the adopted Great Yarmouth Borough-Wide Local Plan.
