| 1. | The proposal site lies outside the village development limit for Belton on the Great Yarmouth Borough-Wide Local Plan proposals map. Although the proposal is for an 'annexe' it is a substantial and entirely separate unit of accommodation. It is therefore to be determined using Policy HOU10 (New Dwellings in the Countryside) and Policy HOU15 (Housing Development Proposals including Replacement Dwellings and Changes of Use) of the adopted Borough-Wide Local Plan.
Policy HOU10 states that permission for new dwellings in the countryside will only be given if required in connection with agriculture, forestry, organised recreation, or the expansion of existing institutions. The proposal is contrary to this policy in that no need for the dwelling has been demonstrated to satisfy the criteria of the above policy.
Policy HOU15 states that all housing development proposals will be assessed according to their effect on residential amenity, character of the environment, traffic generation and services, and will also be assessed according to the quality of the environment to be created, including appropriate car parking and servicing provision. The proposal is contrary to this policy as the loss of garage/storage facilities and an increase of traffic to the site will have a detrimental effect on the residential amenity of the existing dwellings.
The conversion of barns to residential units is intended to retain and enhance the barns within the countryside, sustaining the valuable contribution they make within the landscape. Additions to the complex for further storage necessitated by the loss of the garage unit will devalue this contribution and have a detrimental effect on the quality of the environment.

| 2. | It is preferable for an annexe to be integral with the main dwelling, ancillary to it and able to be used as part of the original dwelling when the specific need for the annexe ceases to exist. This is not the case in this proposal. The accommodation is also excessive for the proposed use as an annexe for one person, being over two floors and having two bedrooms, one of which is en-suite. |
| 3. | Condition No. 10 of the original planning permission for the development of the barn complex (Planning permission No. 06/03/0667/F) states:
"The garage block shown on the approved plans shall be constructed and the garages made available for use on occupation of the associated dwelling and retained thereafter for that specific use". The proposal is contrary to this condition and the aims of the planning permission. |
| 4. | Therefore for the reasons given above the proposed development is contrary to Policies HOU10 and HOU15 of the adopted Great Yarmouth Borough-Wide Local Plan and contrary to Condition No. 10 of Planning Permission No. 06/03/0667/F dated 24th May 2004. |
