1.The site of the proposal is outside the village development limit for Burgh Castle, within an area designated as Landscape Important to the Broadland Scene and is adjacent to the Broads Authority Executive Area. It therefore has to be considered against Policy HOU20 (Replacement Dwellings in the Countryside), Policy BNV20 (New Development in Rural Areas) and Policy NNV2 (Landscape Important to the Broadland Scene) of the adopted Great Yarmouth Borough-Wide Local Plan. Policy HOU20 Criterion B states that the proposed replacement will be permitted provided that it is of similar or improved design and character to the existing dwelling and sympathetic to its surroundings. Criterion C of Policy HOU20 states that, excluding provision of a garage or outbuildings, the amount of additional floorspace created should not be greater than 10% of the existing dwelling. The development does not accord with criteria B and C of policy HOU20 as the proposed replacement dwelling is not of a similar or improved design and character to the existing dwelling and the additional floorspace created will be more than 10% greater than the existing dwelling. New development in rural areas requires a high standard of design in order to protect the rural scene and development will only be permitted provided that it does not have a significant adverse impact on the landscape character and the traditional built form of the area. Therefore for the reasons given above the proposed development is contrary to Policies HOU20, BNV20 and NNV2 of the adopted Borough-Wide Local Plan.
