1.	The proposed change of use and construction of a timber shed would constitute an unacceptable incursion of domestic usage into open landscape beyond the existing built environment and outside the actual settlement boundary ("Village Development Limit") for Scratby as defined in the Great Yarmouth Borough-Wide Local Plan. It is, in this respect, that the Borough Council considers that the proposal is contrary to national and local policies designed to protect the countryside. In particular, the proposal does not meet the objectives of Policies NNV3 and NNV5 of the aforementioned Local Plan which are, respectively, "To protect the open coast" and "To protect the setting of settlements and prevent urban sprawl".
