1.It is the opinion of the Local Planning Authority that in view of the restricted size and shape of the site, the erection of a terrace of properties of the bulk and design proposed would result in the overdevelopment of the site to the detriment of the character and visual amenities of the area. Given the above the proposal is considered to be contrary to the provisions of the Great Yarmouth Borough-Wide Local Plan and in particular policies HOU15, BNV16 & BNV18.
2.The site is located within an area zoned for employment purposes in the Gt. Yarmouth Borough-Wide Local plan and the redevelopment of the site units of residential development is considered inappropriate given the proximity to employment related uses nearby that would adversely impact on the residential amenities of the occupiers of the accommodation by reason of noise, smell and general disturbance contrary to the aims of Policy HOU15 of the Great Yarmouth Borough-Wide Local Plan, which seeks to provide for a higher quality of housing development.
3.Planning Policy Statement 25 requires those proposing development are responsible for providing a Flood Risk Assessment to assess the risks to all forms of flooding to and from the development taking climate change into account. The submitted Flood Risk Assessment contains inadequate information to demonstrate that the development and its users will be safe for the lifetime of the development. Furthermore it is considered that other sites within the district, within Flood Zone One, allocated for residential purposes would be more appropriate for this form of development and therefore this development fails to meet the Sequential Test in the above mentioned Planning Policy Statement.
4.Planning Policy Statement 23 requires those proposing development are responsible for providing a site investigation into contaminatio of the site due to previous commercial use of land and may have the potential to cause contamination of controlled waters, no such survey has been submitted and the proposal is therefore contrary to the above mentioned Policy Statement.
