1.The proposed development would, if allowed, have a detrimental impact on the amenities of adjacent occupiers by virtue of increased noise levels, traffic generation, light pollution and general disturbances, over and above current levels. In additiona there would be increased overlooking of adjacent properties which would lead to an unacceptable loss of privacy.
2.Additionally the proposed dwelling, although within the village development limits as defined in the Great Yarmouth Borough Wide Local Plan, would have an undue impact on the overall form, character and setting of the village and would create an unwarranted intrusion beyond the existing building line and would bring the built form closer to the open countryside and would, if permitted, establish a harmful precedent which would make future development difficult to resist. Notwithstanding the above it is considered that the erection of a dwelling on the site proposed, behind existing dwellings, lacking a proper road frontage and served by an inconvenient access, amounts to an unacceptable form of backland development, contrary to the principles of good planning.
3.Therefore for the reasons given above the proposal is considered to be contrary to the provisions of the Great Yarmouth Borough Wide Local Plan and, in particular, policies HOU7, HOU15 and HOU17.
