1.The proposal is contrary to Policy HOU15 of the adopted Great Yarmouth Borough-Wide Local Plan in that the alterations and extension to the existing building would have a significant adverse effect on the residential amenities of adjacent property by reason of overshadowing and loss of privacy. In particular, the living conditions of the occupants of the dwelling immediately to the north of the existing building would be seriously diminished by loss of light owing to the proposed first floor extension and the introduction of additional ground floor windows in the north elevation, this despite the fact that they are shown as being obscure glazed. Moreover, the Borough Council considers that the proposal does not provide a sufficiently high quality of housing environment in accordance with the objective of the above policy. The development would, in this context, be unduly cramped, lacking in any private amenity space and deficient in off-street parking and servicing provision - Policy TCM17 of the Local Plan refers.
2.The Borough Council considers that the alterations and extension to the existing building would not enhance the character and appearance of the Martham Conservation Area within which the property is located. By the proposed remodelling of the envelope of the existing building the present balance in terms of the massing between the original single storey building and the more recent first floor extension would be lost. Moreover, the installation of garage doors in that part of the building adjacent to Back Lane would be a feature detrimental to the street scene. The Borough Council contends, therefore, that the proposal is contrary to Policies BNV10 and BNV18 of the adopted Great Yarmouth Borough-Wide Local Plan. continued on next page :-
