1.	The application site lies within an area designated as a Prime Tourist Attraction in the Great Yarmouth Borough Wide Local Plan 2001.Policy TR4 of the Local Plan states that; 'PROPOSALS TO CHANGE THE USE OF TOURIST FACILITIES, ATTRACTIONS OR ACCOMMODATION TO PURPOSES WHICH ARE NOT TOURIST-RELATED WILL NOT BE PERMITTED WHERE THE SITE OR PREMISES ARE WITHIN PRIMARY HOLIDAY ACCOMMODATION AND PRIMARY HOLIDAY ATTRACTION AREAS, AS SHOWN ON THE PROPOSALS MAP.' The proposed change of use is therefore considered by the local planning authority to be contrary to Policy TR4 of the Great Yarmouth Borough Wide Local Plan 2001 which seeks to safeguard valuble tourist resoures and infrastructure. Furthermore the proposal is also considered to be contrary to Policy TR1 and TR2 of the Borough-Wide Plan in that the conversion would result in the loss of further accommodation which would erode holiday provision and facilities in the area against the aims of the above mentioned policies.
