1.	Policy TCM13 of the Great Yarmouth Borough-Wide Local Plan states that develoment will not be permitted where it would endanger highway safety. Although the proposed development will use the existing access to The Beeches the Highway Authority consider that this access is unsuitable to cater for the additional vehicular movements likely to be generated by the additional dwelling. The proposal is therefore contrary to Policy TCM13 in that the Highway Authority consider that inadequate visibility splays are provided at the junction with the County highway which will cause danger and inconvenience to users of the public highway. The sub-division of the garden and erection of a dwelling is also contrary to Policy HOU17 and Criterion (A) of Policy HOU7 as it would result in a cramped form of development that would be out of character with the surrounding area.
