| 1. | The conversion of this building, formerly approved as a gymnasium in the rear garden of the existing dwelling, which is without proper road frontage of its own constitutes a sub-standard layout of land. The sub-division of the site results in a dwelling with a limited curtilage which does not provide the standard of residential amenity normally looked for in new residential development. The resulting loss of curtilage to the donor dwelling also has an adverse effect on the standard of amenity for that property. In addition, a dwelling sited in the garden also results in a loss of privacy and detriment to the residential amenities that would normally expect to be enjoyed by the occupiers of the adjoining residential properties. Consequently the proposal is considered to be contrary to the provisions of Policies HOU 8, HOU15 and HOU 17 of the Borough-Wide Local Plan (adopted by the Borough Council on 23rd February, 2002). |
