1.In the opinion of the local planning authority insufficient information has been submitted relating to how the proposed development would adequately provide for pedestrians and people with disabilities such as those confined to wheelchairs or with mobility difficulties and how it would be conducive to the safe passage of such users.
2.The increase in vehicular movements that would occur, should the development proceed, would lead to further degredation of the road surface and would be detrimental to the safety and amenities of the occupiers of Chapel Lane. In addition the applicant has not provided sufficient evidence to show that users of the building would have a formal right of way over Chapel Lane. Consequently the local planning authority considers that it is not in a position to grant permission over this land.
3.Therefore, given the above the creation of the proposed car park to the rear of Bradwell Methodist Chapel is considered to be contrary to the provisions of the Great Yarmouth Borough Wide Local Plan, and in particular policy BNV13 as the change of use to car park would not not retain traditional aspects of the existing character of the surrounding built environment and would be detrimental to the identity of both the building and its surroundings.
