1.The Local Planning Authority considers that the proposal does not accord with the provisions of the Great Yarmouth Borough-Wide Local Plan as the development would, by virtue of its layout and relationship to other buildings and boundaries, be detrimental to the visual and general amenities of the existing properties surrounding the site by virtue of overlooking and loss of privacy and would not enhance the form and character of the settlement. The development of the rear gardens in the manner proposed would also lead to an increase in density of population in the area which would significantly and adversely alter the character of the area and the local environment. In addition, the traffic movements resulting from the demolition of a dwelling and creation of a new access road serving the proposed development would cause noise and disturbance to the occupiers of the dwellings adjoining and opposite the proposed road. The proposal is therefore considered to be contrary to Policy HOU15 and Criteria (A) and (E) of Policy HOU7 of the Great Yarmouth Borough Wide Local 2001 which seek to prohibit such development.
