1.The proposed conversion to the hotel for residential apartments would lead to the loss of tourist accommodation which would be contrary to Criterion (A) of Policy TR12 of the Great Yarmouth Borough-Wide Local Plan in that, the cumulative effect of the change of use, would result in a significant adverse effect on the character of the holiday area. The premises are located in an ideal position for holiday use, being close to the seafront and being near to the esplanade and a wide range of tourist features which combine to give the area its special character and any significant increase in non holiday related development would detract from this character. The loss of hotel bedspaces in this location, would be to the detriment of the resort which seeks the widest range of available accommodation for the benefit of visitors.
2.The proposed conversion of the hotel into 8 self contained residential apartments is considered by the Local Planning Authority to be an over-intense use of the properties for residential accommodation and the cumulative overall increase in residential density would be significantly detrimental to the character of the holiday area, together with the impact on the nearby holiday accommodation within an area designated as a 'Secodary Holiday Area' in the Great Yarmouth Borough-Wide Local Plan and is thereby considered contrary to Policy HOU22 & HOU23 (B, C, D & F) of the Local Plan.
