| 1. | The proposed change of use would constitute an unacceptable incursion of domestic usage into agricultural land beyond the existing built environment on the west side of the village and outside the actual settlement boundary ("Village Development Limit") for Fleggburgh as defined in the Great Yarmouth Borough-Wide Local Plan.
Furthermore, in view of the unorthodox relationship of the application site to the host dwelling, the use proposed would amount to a form of backland development which would have the potential to cause a significant adverse impact on the residential amenities of the occupiers of the adjoining properties on Westfield Close.
It is, in these respects, that the Borough Council considers that the proposal is contrary to national and local policies designed to protect the countryside. In particular, the proposal does not meet the objectives of Policies NNV2 and NNV5 of the aforementioned Local Plan which are, respectively, "To safeguard the varied character and features of the landscape within and adjoining the Plan Area" and "To protect the setting of settlements and prevent urban sprawl". |
