Policy HOU15 of the plan states that all housing development proposals including replacement dwellings and changes of use will be assessed according to their effect on residential amenity, the character of the environment, traffic generation and services. They will also be assessed according to the quality of the environment to be created, including appropriate car parking and servicing provision. -: Continued on next page :- |
| 2. | In this instance the proposed additional unit of accommodation would have an unsatisfactory relationship with the existing property Westdene. In addition the overall relationship between the existing dwellings and the proposed unit would be awkward and does not relate to any of the adjacent dwellings as there are no apartments in the immediate area and, despite the site being within designated development limits it is considered to be an unsustainable location for new dwellings as there is little or no access to public transport links, contrary to the provisions of National Planning Policy, namely PPS1 'Sustainable Development'. To permit this seperate unit of accommodation would result in both a lack of privacy for the new property which would generate unsatisfactory living conditions for both dwellings. Given the above it is considered that the scheme fails when considered against both local and national planning policies. |
