| 1. | The site of the proposal is outside any area where the Local Planning Authority would normally permit residential development. Albeit that the proposal involves a form of farm diversification, the proposed erection of a permanent dwelling in this location is considered premature in advance of an 'existing' functional need having been established (over three years) for a full time worker/operative to reside on the site. Furthermore, no information has been included in the application for the purpose of demonstrating that the proposed enterprise would be economically viable, and to provide evidence of the size of dwelling which the unit can sustain. It is considered, therefore, that the proposal is contrary to Policy HOU10 of the adopted Great Yarmouth Borough-Wide Local Plan and Government policy, as set out in 'Planning Policy Statement 7: Sustainable Development in Rural Areas' (PPS7). |
