1.	The proposed variation of condition number four of planning permission 06/02/0443/F to omit the requirement for windows in the Market Row as shown in the approved scheme for alterations in the north elevation of the shop is considered unacceptable by the Local Planning Authority as it will result in a negative effect on the the surrounding retail area, with the lack of fuctioning active retail frontage, having a particularly adverse impact on Market Row which the premises forms a key element to the entry to this part of the Town Centre. Furthermore the works to re-instate the windows has not been carried out entirely in accordance with the approved details.
