1.	The application to carry out significant internal alterations to these Row houses, part of the Yarmouth Rows has not been accompanied by the necessary historic building assessment in accordance with the requirements of Planning Policy Guidance 16: Archaeology and Planning (1990) to enable an informed and reasonable planning decision to be made, in the absence of this information the proposal is therefore considered contrary to the above mentioned guidance. Furthermore in the absence of the historic building assessment the proposal is also considered contrary to Policy BNV6 of the Great Yarmouth Borough-Wide Local Plan in order to ensure the development does not adversely effect the historic environment in the locality.
