1.The proposal to form four additonal residential flats constitutes an over-intense and unneighboroughly use of the property which would be detrimental to the residential amenities of the occupiers adjacent property and the occupiers of the proposed units of accommodation. Furthermore, if approved the proposal would result in the formation of a number cramped and sub-standard units of accommodation which would not afford the standard of residential amenity normally required and would create a precedent for further similar uses of the terraced houses in the area, the cumulative effect of which would be detrimental to the character of the locality. Policy HOU23 of the Great Yarmoth Borough-Wide Local Plan states that the conversion or change of use of properties into flats other types of multi-occupied units of residential accommodation will be permitted subject to a number of criteria but for the above reasons the proposal is considered to be in conflict with ctriteria (b) and (f) of that policy.
2.The proposal is also considered to be contrary to Policy HOU15 of the Borough-Wide Local Plan in that the units of accommodation created do not provide an adequate quality of environment within each unit of accommodation and not sufficient consideration has been given to the provision of refuse storage and access to such facilities by occupiers of the proposed development in order, to ensure that access could be gained through the property.
