1.	The proposal, which would involve the removal of the space currently available within the site for staff/service vehicle parking, is contrary to Policy TR25(A) of the adopted Great Yarmouth Borough-Wide Local Plan which states that:- "The Borough Council will seek to ensure the Hemsby holiday township will be developed in such a way as to create a compact shopping and entertainment centre in a pedestrian precinct with service roads and car parks. Only proposals which contribute to the improvement of circulation and improve the environment of the centre will be permitted and any proposal which erodes the existing public or private car parking provision will be refused".
2.	The proposal, which would involve a net increase in the area within the building used as an amusement arcade, is contrary to Policy TR9(B) of the adopted Great Yarmouth Borough-Wide Local Plan which specifies that planning permission for new amusement arcades, whether involving a change of use, extension to existing premises or redevelopment, will only be permitted in certain areas. In prime commercial holiday complexes/areas, within which the building is located, only changes of use within existing premises will be permitted provided there is no net increase in the total amount of floorspace or frontage used for amusement arcade purposes.
