| 1. | The Great Yarmouth Borough Wide Local Plan states that, outside towns and villages, planning permission for new residential development will not normally be given. However, permission may be given for dwellings connected with agriculture, forestry, organised recreation or tourist facilities or the expansion of existing institutions if it can be demostrated that the need for the development could not be met within an existing settlement and there are no over-riding envoronmental objections. The proposal would be contrary to the provisions of the Local Plan in that the dwelling would be sited in the countryside outside an existing settlement limit. No evidence has been put forward in respect of the need for a dwelling in this location and the infoirmation provided is insufficient to justify a departure from national and local policies designed to protect the countryside. |
| 2. | Notwithstanding the clear policy objection it is considered that the proposed development, by virtue of its design, overall size and layout, would create an inappropriate form of development, which would detract from the charcater and appearance of the existing locality. The erection of a dwelling in the location proposed would create a jarring element within this otherwise orderly and well spaced development. |
| 3. | Therefore given the above, the proposed development is considered to be contrary to both Local Plan and National Planning Policy, in particular, policies HOU7, HOU8, HOU10 and HOU17 of the Great Yarmouth Borough Wide Local Plan and Planning Policy statement 3 'Housing' and Planning Polciy Statement 7 'Sustainable Development in Rural Areas'. |
