| 1. | The application does not contain a survey of the barn indicating the condition of its structure and fabric to show that it would be repaired and/or adapted and not rebuilt, with all its significant features and materials retained, unless it can be conclusively shown that elements to be replaced are unserviceable. Neither does the application include a report providing proof that the use of a septic tank is the only achievable form of providing foul drainage and that no environmental harm would occur as a result of its installation.
Furthermore, it is the Government's policy, as set out in 'Planning Policy Statement 7: Sustainable Development in Rural Areas' (PPS7), to support the re-use of appropriately located and constructed existing buildings in the countryside where this would meet sustainable development objectives. The proposal to convert the building to residential use is not considered sustainable as it is neither adjacent to or closely related to any town or village. In this case the site is remote from the "Village Development Limit" of the nearest settlement, i.e. Hemsby, as defined in the Great Yarmouth Borough-Wide Local Plan. The application also contains no evidence that the building is truly redundant and that its retention can only be assured by conversion to residential use, particularly as the building along with the associated paddock already appear to represent a suitable and sustainable form of ancillary development in connection with the adjacent dwelling.
For these reasons the proposal is contrary to Policies HOU11, BNV21 and INF8 of the adopted Great Yarmouth Borough-Wide Local Plan and the aims of PPS7.
