1.	The Local Planning Authority considers that the demolition of a single bungalow and its replacement with two houses and a three-storey building containing three apartments would be an overdevelopment of the site that would be out of character and scale with the surroundings. In particular, a three-storey building would be over-dominant in the street scene which consists of a mixture of bungalows and two-storey houses. The lack of off-road parking spaces for the proposed development would also exacerbate the existing parking difficulties in the area and would have a significant adverse impact on the surrounding dwellings. The proposal is therefore contrary to Policies HOU15, 17 and Criteria (A) and (E) of Policy HOU7 of the Great Yarmouth Borough-Wide Local Plan which seek to prohibit such development.
