| 1. | The proposal represents an unsatisfactory cramped form of backland development introduced into an existing pattern of development which would result in significant detriment to the amenities of the neighbouring dwellings. In particular, the living conditions of those occupiers adjacent to the access track are likely to be adversely affected by loss of privacy and the noise and general disturbance of vehicles and pedestrians passing close by. Also the relatively long access track would result in undue difficulty and inconvenience in accessing of the proposed dwelling. Furthermore, as the level of the land which forms the application site is lower than the land on which the houses fronting Yarmouth Road stand, the occupants of the proposed dwelling would not enjoy satisfactory living conditions in view of being overlooked from the first floor windows at the rear of those houses. Equally, the occupants of the proposed dwelling would not enjoy sufficient separation from adjoining houses and fencing to enable them to benefit from an attractive residential environment. The Borough Council considers, therefore, that the proposal is contrary to Policies HOU7/HOU8 (criteria (A), (C) and (E)) and Policies HOU15 and HOU17 of the adopted Great Yarmouth Borough-Wide Local Plan. |
