1.	Policy HOU18 of the Great Yarmouth Local Plan states that extensions and alterations to dwellings may be permitted where the privacy and amenity of neighbours are adequately safeguarded and the extension or alteration is in keeping with the design of the existing dwelling and the character of the area and not result in overdevelopment of the site. The proposal is contrary to the objectives of the Great Yarmouth Borough Wide Local Plan in that as it involves a development which due to its design, massing and external appearance, is incompatible with the scale and features of the existing building, resulting in detriment to the charcater of that building.
