| 1. | The application site is located in a prominent position within the designated Conservation Area where local authorities in the exercise of planning functions when considering applications in such areas have a duty to ensure that special attention be paid to the desirability of preserving or enhancing the character or appearance of the area. In this regard, the Borough Council, as Local Planning Authority, is of the opinion that the development as proposed does not preserve or enhance the character or appearance of the area in view of its layout, design and appearance and is, consequently, considered to conflict with that objective. The proposal is therefore considered to be contrary to Policy BNV10 which seeks to protect conservation areas from inappropriate development and Policies HOU7 (criterion (A)), HOU15 and HOU16 which seek to promote design which is in harmony with the local context and setting. In addition, the proposal involves a contrived car parking layout which is likely to be detrimental to the occupants of the dwellings as a result of noise and disturbance from manoeuvring about the site and could lead to increased demand for on-street parking on the narrow roads in the vicinity of the site.
