1.The application contains no evidence that every reasonable attempt has been made to secure suitable commercial re-use of the building. The ancillary storage building, which is the subject of the application, is modest and forms part of the walled garden which served the principal (listed) building, i.e. Burnley Hall. It is not considered suitable for conversion to residential use as extensive alterations and extensions are proposed. Furthermore, its conversion to residential use with the associated paraphernalia of parked cars, washing lines, telecommunications equipment, sheds etc would impact negatively on the setting of Burnley Hall and the important hierarchy of estate buildings which contributes to its character. The assertion that the development will not generally be viewed by the public and is partly screened does not mitigate the detrimental effect it would have on the character and setting of the listed building. Furthermore, the application does not contain a survey of protected species (such as barn owls and bats) and provision for their conservation where they occur, nor does it include a report providing proof that the use of a septic tank is the only achievable form of providing foul drainage and that no environmental harm would occur as a result of its installation. For these reasons the proposal is contrary to Policies HOU11, BNV7, BNV10, BNV21, NNV4 and INF8 of the adopted Great Yarmouth Borough-Wide Local Plan. continued on next page :-
