1.Policy TR20 of the adopted Great Yarmouth Borough-Wide Local Plan states that in areas of 'residential and/or holiday accommodation' identified on the Proposals Map, development of vacant plots, and reconstruction, extension or alteration of buildings that requires the grant of planning permission will be permitted if the applicant can demonstrate that: (A) the local highway network would be capable of accommodating traffic attributable to the proposal; (B) the development would be adequately serviced; (C) car parking can be provided in accordance with the Council's parking and servicing standards set out in Appendix (A) to Chapter 3 of the Plan; (D) the proposal includes adequate private amenity space; and, (E) the proposal is unlikely to be affected by coastal erosion. The proposal fails to meet criteria (A) and (B) of this policy in view of the sub-standard nature of the unadopted roadways serving the site and the inability of the applicant to secure any improvement to said roadways from the site frontage to a County road or other suitably constructed and maintained highway. For these reasons the proposal to construct a new bungalow on this site is considered to be contrary to Policy TR20 of the adopted Great Yarmouth Borough-Wide Local Plan. continued on next page :-
