| 1. | The development does not accord with the provisions of the Great Yarmouth Borough-Wide Plan as its design, scale, form, and overall massing does not respect the setting of the site nor does it address the imapct on the main dwelling. In addition the the scale and proportions are considered to be excessive in this location and would create a significant and detrimental impact upon the surrounding landscape.
Notwisthstanding the clear policy objections, insufficient information has been received by way of overall design concept and elevation plans indicating how the building would fit with its surroundings for the local planning authority to fully assess the merits of the scheme.
THe personal circumstances of the applicant have been taken into account however in the absence of floor layouts, additional information relating to disabled access and the facilities required for the use proposed building it has not been possible to fully assess the merits of the scheme.
Given the above the proposal is contrary to the provisions of the Great Yarmouth Borough-Wide Local Plan including, in particular, policies HOU18, NNV7, BNV20, REC11 and National Planning Policy Statement 7 (Sustainable Development in Rural Areas) |
