.The Local Planning Authority considers that the proposed erection of ten three-storey dwellings on this site would have a significant adverse impact upon the residential amenity and quiet enjoyment of the existing dwellings in Royal Albert Court and Bells Road by virtue of the height and close proximity of the dwellings resulting in overlooking, loss of privacy and light to those adjacent properties. The erection of ten dwellings would be an overdevelopment of the site and would significantly and adversely alter the character of the area and local environment. In addition, the application is unsatisfactory from a Highways aspect for the following reasons:-
.As far as can be determined from the submitted plans, the applicant does not appear to control sufficient land to provide adequate visibility at the site access. The proposed development would therefore be detrimental to highway safety.
.The proposal does not incorporate adequate on-site vehicular parking and manoeuvring facilities to the standard required by the Local Planning Authority. The proposal, if permitted, would therefore be likely to lead to an undesirable increase in on-street parking to the detriment to highway safety.
.The proposal does not incorporate adequate facilities for the servicing of the premises and would therefore result in the manoeuvring of vehicles on the adjoining highway to the detriment of highway safety.
.The Norfolk Residential Design Guide requires that no more than eight dwellings shall be served by a private drive. The development exceeds the permitted number.
.The proposal is therefore considered to be contrary to Policies HOU17, HOU15, TCM13, TCM17 and Criteria (A) and (E) of Policy HOU7 of the Great Yarmouth Borough Wide Local 2001 which seek to prohibit such unsatisfactory forms of development.
