1.Policy HOU18 of the Borough-Wide Local Plan (adopted by the Borough Council on 23rd February 2001) states that extensions and alterations to dwellings will be permitted where the proposal: (i) is in keeping with the design of the existing dwelling and the character of the area; (ii) would not significantly affect the amenities of any neighbouring dwelling; and, (iii) would not result in over-development of the site. The proposal is contrary to the objectives of this policy in that the "roof lift", would, by reason of its size, design and external appearance, be out of keeping with the design of the existing dwelling and the character of the area and significantly affect the amenities of the occupiers of nearby properties. Policy BNV18 of the Borough-Wide Local Plan requires alterations and extensions to buildings to be sympathetic to the character of the building to be extended and its setting, the style of roof extension proposed is considered to be out of character with the building and surrounding properties.
2.The proposal to enlarge the property and provide an additional unit of residential accommodation constitutes an overintense use of the site and if approved would be likely to result in detriment to the residential amenities of the occupiers of adjcent property by reason of noise and general disturbance. The proposal would therefore be in conflict with criteria (b), (c), (e) & (f) and the objectives of Policy HOU23 of the Adopted Version of the Great Yarmouth Borough-Wide Local Plan.
