| 1. | The proposed conversion of the hotel into 11 self contained residential one and two bedroomed apartments is considered by the Local Planning Authority to be an over-intense use of the properties for residential accommodation and the cumulative overall increase in residential density would be significantly detrimental to the character of the holiday area and is thereby considered contrary to Policy HOU22 & HOU23 (A, B, C & D) of the Great Yarmouth Borough-Wide Local Plan. Furthermore insufficient information has been provided to prove that the accommodation could be formed in the basement without significant alterations to the structure of the building to allow for the installation of the necessary sound insulation and achieve adequate headroom for the occupants of the proposed accommodation. |
| 2. | The proposed conversion to the hotel for residential apartments would lead to the loss of tourist accommodation which would be contrary to Criterion (A) of Policy TR12 of the Great Yarmouth Borough-Wide Local Plan in that, the cumulative effect of the change of use, would result in a significant adverse effect on the character of the holiday area. The premises are located in an ideal position for holiday use, being close to the seafront, the esplanade and a wide range of tourist features which combine to give the area its special character and any significant increase in non holiday related development would detract from this character. The loss of such a significant number of hotel bedspaces, would be detriment of the resort which seeks the widest range of available accommodation for the benefit of visitors. |
